> WHAT ARE THE WHEN EMPIRE PAPERS ?


The When Empire Papers are devoted to discuss four main issues: the conceptions of empire used in the contemporary political debate in the United States and Russia; the role of the US neoconservative and Russian neoeurasianist movements in the political life of their countries; US and Russian contemporary foreign policy, as well as the relationship between the two powers. The aim of these papers is to provide an analysis of the most recent events keeping in mind these four dimensions and a paying a particular attention to a historical perspective.
This is in line with the framework developed in Didier Chaudet, Florent Parmentier, Benoît Pélopidas, When Empire Meets Nationalism. Power Politics in the US in Russia, Aldershot, Ashgate, 2009.

 

 

12.28.2009 > Moscow and Multipolarity: the case of the Russian policy towards Latin America 


In late October 2009, Rafael Correa paid the first visit ever of an Ecuadorian President to Russia. Following Nicaragua and Venezuela, Ecuador might become the third Latin American country to recognize the independence of South Ossetia and Abkhazia – whereas no CIS country has done such a move so far, even Belarus, a close ally.

10.25.2009 > The Central European Open Letter to Obama: an enduring Bush legacy? 


While Obama’s foreign policy is generally associated with hope in many countries after the widely rejected one of his predecessor, several high-profile intellectuals and former political leaders of Central Europe have come to share their ‘growing sense of nervousness’ in an Open Letter. Such a warning in countries which are seen as very close to the USA when it comes to foreign policy may attract attention.

09.18.2009 > Obama and Russian pluralism: dialogue instead of doctrine   


Time will show if the ‘reset’ in the Russian-American relations will come as a political and ideological reality during the Obama’s presidency, softening the ‘dialectics of resentment’ we have identified in When Empire Meets Nationalism . Yet, as soon as this new buzzword appeared a few months ago, many were very critical of this move, notably because the American President refused to lecture Russia on democracy and Human Rights.
